Is this ball BPA free and safe from other harmful toxins?

it is a plastic ball, plastic is toxic. you live in a world where you're surrounded with plastic.I guess the concern for you would be are you planning on eating off of it...amazon also sells a book called "plastic a toxic love affair" read it for a good scare.In the meantime this ball is as safe as anything else around you.

How do you keep the air in the ball? Mine just relases the air after I pull the pump hose out!

The ball should have come with a white pointy plug. Use that once the ball is full.

Does this ball have a weight in the bottom of it for stability?

no weight in the bottom, but as long as the floor surface isn't too slick there shouldn't be any problems. I often use mine on the rug for added stability.
