They confirmed it should come with them and immediately requested a new package be sent out.

Do gel pens work ok with this item?

My daughter uses colour pencils. She thinks gel pens will smudge.

Hi, I'm sorry to say that I no longer have these items in my storage locally, the only ones left are in a Amazon warehouse. Therefore I am unable to answer your question with 100% accuracy. If I were to make a quess though I would say that plain colored pencils would be my choice.
