I do live in the republic of kalifornia, and did not see the warning in the packaging.

I am 5'1" tall woman and am looking for a 30 lb kettlebell but am concerned about the thickness of the handle? Is it too thick for small hands?

That's a tough one. I myself am 5'2', and have relatively small hands. The handle of the kettlebell is not too large for my hands. Since I don't know if you hands are the same size as mine or smaller, I don't know how to advise you.
